Town of Eaton January 9, 2024 Regular Meeting The Eaton Town Council met in a regular meeting. In attendance are Daniel Blankenship, Roger Wells, Teresa Welsh, Dustin Reese and Meghan Deckman. President Daniel Blankenship called the meeting to order. Teresa Welsh made a motion to approve the minutes for the December 12,2023 Regular Meeting. Roger Wells seconded the motion. Vote was 5/0. Motion carried. Roger Wells made a motion to approve the minutes for the December 28,2023 Public Hearing. Teresa Welsh seconded the motion. Vote was 5/0. Motion carried. Teresa Welsh made a motion to approve the minutes for the December 28,2023 Year End Meeting. Roger Wells seconded the motion. Vote was 5/0. Motion carried. Police Chief Stone informed the Council that Officers Peiffer and Holmes had been sworn in. Chief Stone stated that the new guns have been ordered. Discussed the selling of old guns. Teresa Welsh made a motion to sell the old Glock Gen4 through C4SEM with the option for our Officers to purchase through them for $1.00 first. Roger Wells seconded the motion. Vote was 5/0. Motion carried. Officer Guffey's vehicle is non-operational, it is at Belle Tire. They are replacing the starter. Discussion followed. David White informed the Council that Brad Brand would like to have Town water at his home on 1000 N. He is having well issues. Discussion followed. Teresa Welsh made a motion to get a quote for costs. Roger Wells seconded the motion. Vote was 5/0. Motion carried. Travis Hunt was asked about the Violation letter from IDEM. He stated that it was because he didn't use the new forms when submitting the results in October 2023. He has corrected this. Bruce DeWees III stated he is waiting on his letter to take the Class I test again. Zac Neukam, Commonwealth Engineers INC. Said that Area 1 should be done the end of next week. The tree clean-up will be done in two weeks. Discussion followed. Commonwealth has sent another RPR to start inspecting meter pits. There is no construction pay requests this month. Mike Kleinpeter with Kleinpeter Consulting presented the Council with a contract to go after a Planning Grant for a Town Comprehensive Plan. There are no fees until the grant is awarded. He would like to January 9, 2024 Regular Meeting Page 1 have it submitted in May and start the project in September. He estimated that the Town would need about $7,000.00 for the grant match. Roger Wells made a motion to move forward with the Grant Application for the Comprehensive Plan. Dustin Reese seconded the motion. Vote was 5/0. Motion carried. Roger Wells made a motion to sign the contract with Kleinpeter Consulting for grant administration pending the Town Lawyer looking over the contract. Teresa Welsh seconded the motion. Vote was 5/0. Motion carried. Dustin Reese introduced the Golf Cart and Off-Road Vehicles. Discussion followed. Dustin Reese to get with the lawyer and discuss some changes they would like made. Ordinance 2024-01-01 Employee Handbook Update. Roger Wells introduced it and read it out loud. The Council received an engagement letter from Baker-Tilly to establish a TIF District. Contract price is $7,500 with a does not exceed $12,500.00. Discussion followed. Meghan Deckman made a motion to proceed with Baker Tilly and pay for it from EDIT Funds. Roger Wells seconded the motion. Vote was 5/0. Motion carried. The Council introduced Resolution 2024-01-02 Year End Appropriation Transfers. Teresa Welsh made a motion to approve Resolution 2024-01-02 Year End Appropriation Transfers. Dustin Reese seconded the motion. Vote was 5/0. Motion carried. Teresa Welsh made a motion to appoint Daniel Blankenship as Council President for 2024. Roger Wells seconded the motion. Vote was 5/0. Motin carried. Daniel Blankenship made a motion to appoint Roger Wells as Town Council Vice-President for 2024. Dustin Reese seconded the motion. Vote was 5/0. Motion carried. Council President Daniel Blankenship is keeping department appointments the same for 2024. Water Department- Roger Wells Wastewater Department- Meghan Deckman Fire Department- Dustin Reese Police Department- Daniel Blankenship Street Department- Teresa Welsh The Council President Daniel Blankenship also added the following people to the following Boards and Committees: Redevelopment Commission: Monty Lechien Tony Lambert Still need three members.
